[The latter translates from German as 'Entwickler / Baumeister Bochner' or 'Developer / Master Builder Bochner'.] The Bochners were one of the first documented Jews in Bukovina, and Czernowitz is the major city of Bukovina. Buchbinder is the name of a Jewish banker in Czernowitz at that time. And thus this postcard depicts the Jewish bank building which was completed on the Ringstrasse there in 1899.
